The backing shows me it was created by hand, if you look at the pictures you can see how they affixed it to the frame. There is no backing except for the cardboard of the art piece itself.  It even has a cute little red piece on the front of the train to look like the light.

The brown felt looks as though it is out of the 60s or 70s. Up close the felt looks a little dirty from dust. The upper right corner of the frame is lighter colored in a spot.
