These are vintage spats or wool shoe or boot covers.  They are in very good condition with no moth holes, no missing buttons, and leather straps and binding in place along with buckles on the straps.  On the inside of the spat it says 201 9.  I don't know what the numbers mean.  I don't know if the spats are a child's size or a woman's size.  The ankle measurement is 9" in circumference, and lower opening is about 17".  They are adorable and would be great for display, cosplay, or theatrical performances.
