Yes, pre-owned but never used. No wear on wheels. That's a sign. No rips, tears, stains, markings or stinks. In fact it smells new. There are a few blemishes while being stored. See pics. The canvas is wrinkled from storage but that will unwrinkle with use. The handle extends to 20" for a total of 40".
