Rusty Tank ? Fuel is Hygroscopic and Hydrophobic -- rainwater and moisture from the air enter your tank and sink to the bottom, this is the balled up gunk that block your carby pilot jets and rusts your fuel tank out. The GSX750S pop up Katana tanks are notorious for it - Icy northern hemisphere winters are damaging to the fuel in tanks and it’s just as bad in high humidity environments down south.

Its a relatively simple job to replace seals (20 Mins) although it might look tricky- you just require expanding circlip pliers and a lubricant for the metal parts if rusted (Lanolin the best- or Penetrene etc).

Its also a good opportunity to prep and paint your aluminium cap and lever - degrease it all thoroughly, preferably soaking in a bucket with 'grease and wax remover' and a light scrubbing brush.

(We recommend single pack epoxy but it has a long drying time) and perhaps have any mismatch keys for the cap /ignition sorted by a locksmith whilst apart.
