On May 15, 1918, the first airmail service in the US began. A one-ounce letter could be sent from Washington, DC to New York City for 24¢ including special delivery. By June 15th the rate was reduced to 16¢, and by December it was 6¢. The 6¢ rate didn't include special delivery. The stamp designated by Scott as #C3 was actually the first airmail stamp issued.
