This is a cap lifter with a folding corkscrew. It was made in St. Paul, Minnesota by Brown & Bigelow, a company founded in 1896 and still in operation. Imprinted on the handle is:
"CONSIGN YOUR CATTLE and SHEEP to RICE BROTHERS SIOUX CITY STOCK YARDS"

This item is an antique and is recommended for its vintage value, but not necessarily for actual usage.
