From research and the sticker on the back, this looks to be Quimper Faience pottery/ceramics from Quimper of Brittany, France.  

Plate/bowl has no chips or cracks, but there are some tiny little specs that look like they probably came from the manufacturing of it.  See pics and video for full details.  Overall a nice item.
