Super cute antique white (cream / ivory) full tutu spaghetti strap dress that has a rosette patterned top in the front.  The brand is Flutter by Huggalugs.  There are two layers of VERY FULL tulle and the dress is lined with what looks like satin / nylon.  The tulle drapes beautifully, not stiff.  Lots of fullness to the dress and SO cute!  The rosette pattern at the top make it look "smocked," although it is not.  The top fabric is very stretchy (similar to t-shirt fabric).  It is tagged as a Size 6-8, but PLEASE CHECK THE MEASUREMENTS because I think it runs a bit small.  The chest measurement is 9" across (laying flat) and it will easily stretch another 2" to 3".  The approximate length is 20".  I have shown the chest measurements in the photos.  Super comfy, yet SO sophisticated looking!
