Leg looks tapered to me

Waist - 13.5" measured straight across the front, top of the waist band, left to right, see photo
Hip - 19.5" straight across the front
Inseam - 31"
Rise - 11.5" measured at the front, from the crotch to the top of the waist Leg opening - 7" straight across the bottom hem
