You are bidding on a set of Shimano 9 speed bar-end friction shifters. Cosmetically they are not is great shape, but they are work great and will serve their intended purpose for many miles to come.
The black residue is just tape adhesive and will clean of. There's a bit of pitting on the chrome screw, but no corrosion internally. The plastic cover on one lever has a hole at the tip, but this does not effect functionality.
