1977-78 O-Pee-Chee Hockey sticks with a 396-card checklist that closely mirrors the companion Topps set with some minor exceptions. It also continues a streak where the front design is somewhat uninspired. In fact, the design seems a little like the one used in both companies' 1977 baseball sets.

Fronts feature a player photo that is either posed or taken during game play. The player's name, position, team name and team logo all appear in the white area below the picture. 1977-78 O-Pee-Chee Hockey card backs are vertically-oriented and feature a more elaborate design. The player's name appears along the top, with a card number, position and vital stats below it. A graphic hockey stick appears along the left side, and year-by year statistics and a short biography in both English and French take up the main area of the back. A cartoon about the player appears on the bottom.

All-Star players have a banner stretched along the top of their base cards to announce the honor. The first eight cards in the set feature league leaders in various categories, while cards 262 through 264 recap the semi-finals and Stanley Cup Championships. Team cards feature checklist backs and are arranged alphabetically by city, running from cards 71 through 88. Cards picturing team logos run in the same pattern from 322 through 339. Three checklist cards are included in the set, and Record Breakers from the previous season appear on cards 214 through 218.

While most cards from 1 through 264 match the players featured in that year's Topps hockey set, cards 203 and 255 feature different players. The checklist card numbered 381 can be found with or without a Topps heading, and Rick Bourbonnais' card actually shows Bernie Federko, predating his own rookie card by one year.

Notable rookies in the set are Mike Milbury, Paul Holmgren and Mike Palmateer.
