Double-sided printed form - "MANIFEST of Dutiable Merchandise shipped" filled in with information for the "Schooner Polly & Nancy for the port of Fredericksburgh" detailing with identification marks and numbers 1 bale of linens, 3 bails of Merchandise, 1 Bale of "Osnabrys" and 12 hogheads of corse wollens, totaling an amazing high value with an amazing customs duty.  

On the side with the manifest, the ship's master - Stewart Johnson - has made his "X" that was sworn before O. H. Williams, "Naval Off[icer]" -- this is General Otho Holland Williams:

Otho Holland Williams was a Continental Army officer from Maryland in the American Revolutionary War. He participated in many battles throughout the war in the New York, New Jersey and Southern theaters, eventually ending his career as a Brigadier General.

According to General Williams' Wikipedia page, After the War, Williams returned to Maryland and settled in Baltimore. He was soon appointed Commissioner of the Port by the Governor of Maryland.  It is in this capacity that he signed this document.

On the side without printing, a Virginia Seal has been affixed, next to "Dated at the Naval Office this tenth day of December 1787" above a signature "John Richards, Dept. Nav. Office"

On the side without printing, "Port Urbanna State of Virginia, Stewart Johnson, master of the Schooner Polly & Nancyt, Entered this Office and secured the Duth on the within mentioned Merchandise agreeable to law.

On the side with printing, the ships master has also promised to "not land, or permit to be landed, any Article thereof in any Part of the State of Maryland..."

An amazing historic document that proves that VIRGINIA HAD A NAVY !
