1902-1993. A painter, muralist, illustrator and print maker, Earl J. Neff figured prominently in the Depression era art of Cleveland, Ohio. From 1930 he began exhibiting his work at the Cleveland Museum of Art, and in 1937, he became the Director of that city's Works Progress Administration (W.P.A) Federal Arts Project*.

During this important decade Earl Neff was commissioned to paint public murals*, such as the History of United States Locomotives for Cleveland's Engineer's Building. Among his other mural locations, primarily in Cleveland for the Federal Art Project (WPA), are the Cleveland Public Library; Brownell School and more.

He was also an expert in “ufology” or the study of UFOs. Neff's interest in UFOs had begun in 1958 with the first of an alleged 8 personal sightings by 1973. He was elected chairman of the Cleveland Ufology Project (CUP) in 1958 and served as U.S. representative of the Intercontinental UFO Observer and Analytical Network (ICUFON).
