Vintage 1990s era Dana Buchman charcoal gray 100% pure wool long trench style shirt dress. Fabric is a surprisingly light woven textured material that is not itchy at all, I was surprised it was wool, it's really nice. Attached removable shoulder pads give it a nice silhouette, fully lined except for the sleeves, button cuffs, collared neckline, wrap over style with a series of buttons to close. No belt included, there are loops to add your own. UPDATE- I FOUND THE BELT, shown in last photo.  Size 14, it measures approximately:

21" across chest armpit area to armpit area 

16" across waist 

20" across shoulders to ends of pads

40" armpit down side seam to bottom edge

53" overall length from shoulder to bottom edge
