What is the stretch band with the Velcro  in the back pick for?

The jacket can be folded inside-out and fit into this pocket and zip up. The velcro can be used to carry or secure the folded, zipped up jacket. See the picture of the person "wearing" it on their arm.

We recommend following the measurements on the size chart and consider what layers you may wear underneath. This jacket is windproof and will provide protection but if the weather becomes colder you may need to consider layers. Jorge 

 

I don't understanding the collar design - it has three velcro tabs yet you can't really put the collar up because it's sewed on each end.

Does this jacket zip all the open in the front? The jacket I received seems to have a stop, 3/4 the way down. Not an issue necessarily, just wondering if this is normal.

This is not a feature, so it may be a problem with that zipper. If you run the zipper up and down a few times, does it go away? If not, get back to us and we can set up an exchange

layer the jacket over a long sleeve jersey and give you an additional inch or so of length along the back; it might also fit a little sloppy if you're wearing the XXL vest over a short sleeved shirt in warmer weather.

The jacket does not fold up to a very small size, it would be a squeeze to get it into a jersey pocket, unless you un-zip the arms and then it would fit well divided Billz 

 

Is this jacket waterproof? The reason I ask is that will be taking a bike trip where I will be encountering a lot of rain. Thank you.

No, we wouldn't recommend this jacket if you're expecting a lot of rain. It has a durable water repellent (DWR) finish that helps moisture bead up on the surface to shed light rain to help keep you dry in an emergency, but you will probably get wet if there is constant rainfall.
