You are looking at vintage scissors. This lot include 9 scissors and shears that vary in size, style and condition. The last photo shows that one set of blades closes over on itself (though we can't find any damage that would cause it and believe they may have been manufactured that way), and there is a set that has one tiny chip on the blade. Otherwise, the rest are in good shape only showing wear, such as scratches and scuffs. The largest pair is 8 1/2" L and 2 3/4" W, the smallest is 4" L x 2" W.
