Big lot vintage Wilton? Cupcake Paper Liners & Picks featuring: Christmas Dance of the The Nutcracker's Sugar Plum Fairy characters, 4 different Fairies, and Olympic Sports
The picks match the liners to the theme.
Not sure if they are Wilton brand because they are not in their original packages, but all are unused.
I cannot say how many cupcake liners there are because they are all snugly packed into one another with a stiff plastic wrap around them.
I am able to count the picks and there is a total of 72, they are:
