These type of lamps require ballasts to work, the ballast is specific to the lamp wattage, the pins are also configured differently depending on wattage - this is to prevent the wrong lamp being installed. So when replacing this type of bulb it must be replaced with the exact same lamp wattage and number of pins - anything different will not fit the lampholder or work.
