This, I think, is the magazine of the VFW, though it's not perfectly clear. 'Disabled American Veterans' is also mentioned. It very much veers right wing, though it is anti Prohibition. The culture wars got messy back then too! Their main cause appears to be the Veterans 'Bonus'. Since 1776 soldiers are supposed to be paid the difference between what the military paid them and what they might have earned as a civilian, plus interest. Veterans demanded early payment of their Bonuses due to their economic situation. That is what 'Buddy' mostly lobbied for. 

 This effort would drag on. Nine years later in 1932 ,the vets, further impacted by the hardships of the Great Depression, marched on Washington, their goal to demand immediate payment. After a peaceful beginning that got good press, President Hoover ordered them cleared out. A General Mitchell had the DC police try to remove them. They opened fire, killing two veterans. General MacArthur moved in with a massive troop presence, brutally removing the veterans and their families, burning their possessions in the process. Then, as now, confusing times.

The leaflet included came with the magazine when I bought it and I think it originally shipped with 'Buddy' in the first place. It was issued by the Elks Club.
