I'm having trouble figuring out if the 5 character packets are the appliques referred to in the Tree Skirt instructions.  The Tree Skirt comes with 2 huge Embellishment Diagrams, but I don't know if those diagrams are enough for you to design the appliques that go on the skirt...

...which leads me to believe you do need the 5 packets to complete the skirt.  And if that is correct, then there is one missing (the Flower Dancer).  

HOWEVER, maybe you are skilled enough to make her applique from the Embellishment Diagram, or you will have enough practice to be able to make her "freestyle" after completing the other 5 characters.  OR, maybe you can find her elsewhere on ebay.

The last 2 photos give an example of what comes in the packet of each of the 5 characters (I used the Sugar Plum Fairy as an example).

One more thing about the 5 characters: each of their instructions suggest that you can hang them on a rod to enjoy every Christmas.  They give other suggestions such as sweatshirts, shirts, jackets, vests, jumpers, placemats, and stockings.

The point is that the 5 characters could be used for more than just the tree skirt.
