Not factory sealed.  I opened the kit to be sure all items were present, they are.  I tested the markers to determine if they were dried out, they are NOT Dried Out!  All other items included are in NEW Condition.

**NOTE**  the packaging states that there are 2 paint brushes, in fact there is only 1 paint brush and 1 unsharpened pencil. The packaging does not mention the pencil!
