He instructs Chief Engineer Zeller to make a study of nuts and bolts in order to select a standard gauge for the US Navy.
Manuscript Letter signed: "G. Welles"  as Secretary of the Navy, 2 pages (integral leaf), 15½x9¾ open flat, 8x9¾ closed. Navy Department, Washington, 1868 March 30. To Theodore ZAeller, U.S.N., Navy Yard, Philadelphia, Pennsylvania. In full: "A Board consisting of yourself and First Assistant Engineer J. N. Greene, will as soon as that officer reports to you, proceed to determine a standard gauge for bolts and nuts for the Navy. You will first visit the establishments of the principal tool makers and machinery builders in Boston, Springfield, Mass., Providence R. I., New York, Newark, N. J., Philadelphia and Pittsburg, Pa., and obtain from them such information regarding present practice, and the merits of different systems, as they may be able to give. You will also consult the Chief Engineers of the Charleston and Brooklyn Navy Yards. You will give the subject the most careful consideration, and report your recommendations to the Bureau of Steam Engineering, with as little delay as possible. After the performance of this service, you will resume your regular duties. Respectfully". Docketed on integral leaf. Gideon Welles (1802-1878), formerly a Jacksonian Democrat, joined the newly founded Republican Party in 1854 because of his strong opposition to slavery. An able administrator, he served as Secretary of the Navy throughout the Presidencies of Abraham Lincoln (who called him "Neptune") and Andrew Johnson (1861-1869). Welles generally supported Johnson's policies, including Johnson's reluctance to impose far-reaching changes and full rights for African-Americans during the Reconstruction of the South. Theodore Zeller (1818-1901) was Chief Engineer of the US Navy, retiring as a Commodore in 1889. He published numerous scientific papers. Holes where edges meet in center of document. Staining in center of document. Ink lightly bled, but still legible. Normal mailing folds. Light wear on folds. Lightly toned. Lightly soiled. Tears along center folds (upper and lower).  Otherwise, fine condition.
