There was a very active L.O.L group in Fenelon Falls, Ontario, it continued to exist well into the1940s. This fellow looks like he was dressed for the annual parade through town. There was also a Masonic Lodge in Fenelon.

Prior to 1900 photos were not mounted on boards of various sizes like this small example, this mounting style became common about 1905. That said, in my opinion it is possible the image dates from an earlier era. Having seen, in person, a lot of this photographer's work I am surprised by the lower quality of this particular photo. This is a speculative thought, but I'm left wondering if this photo was produced by photographing an older cdv or even a tintype. There is a tiny bit of white space visible at a top corner, and two corners of the paper have been trimmed off, just as might be necessary had an older photo been re-photographed.

Condition; There is a horizontal band of heavy rub wear on the right side, extends across the man's arm. Image clarity is not the best. Size of board is 3.75 x 5.60 inches, the actual photo is 2.12 x 3.25 inches.
