You are looking at an Art Deco Modern era brass paper cutter or letter opener possibly by either Walter Bosse or Baller. Most likely made in Austria. No markings on this piece. The handle depicts a stylized horse rearing up from its back legs. It is heavy for its size: 68 grams.

The opener measures 7" long with a maximum width of 1 1/4".  

Overall good condition. Wear to the black finish. Original unpolished brass finish.
