Life: Born the son of the lawyer Albert Hess (1806-1841), von Hess studied law in Tübingen after attending high school in Ludwigsburg. During his studies he became a member of the Germania Tübingen fraternity in 1855. After his exams in 1859 and 1860 he worked in 1861 at the Higher District Court of Ludwigsburg, in 1862 as an assistant at the Higher District Court of Esslingen and in 1863 at the Secretariat of the Royal Ministry of Justice. There he became Secretary of Justice in 1865. In 1868 he was a district judge in Stuttgart, in 1871 he was an assistant judge in the civil chamber of the Supreme Court and a member of the Higher Commercial Court. In 1872 he became a district judge in Stuttgart. In 1873 he was promoted to Ministerialrat and was until 1879 Württemberg plenipotentiary to the Bundesrat.
