Charles Francis Hall (c.?1821 – November 8, 1871) was an American Arctic explorer, best known for his collection of Inuit testimony regarding the 1845 Franklin Expedition and the suspicious circumstances surrounding his death while leading the American-sponsored Polaris expedition in an attempt to be the first to reach the North Pole. The expedition was marred by insubordination, incompetence, and poor leadership.

Hall returned to the ship from an exploratory sledging journey, and promptly fell ill. Before he died, he accused members of the crew—the expedition's lead scientist, Emil Bessels, in particular—of having poisoned him. An exhumation of his body in 1968 revealed that he had ingested a large quantity of arsenic in the last two weeks of his life.

Little is known of Hall's early life. He was born either in Rochester, New Hampshire, or in the state of Vermont before moving to Rochester at a young age, where he was apprenticed to a blacksmith at a young age.

In the 1840s, he married and drifted westward, arriving in Cincinnati in 1849, where he went into business making seals and engraving plates. He later published his own newspaper; the Cincinnati Occasional, later renamed the Daily Press.

Arctic exploration

Polaris expedition (1871-1873)

Hall's third expedition was of an entirely different character. He received a grant of $50,000 from the U.S. Congress to command an expedition to the North Pole on the USS Polaris. The party of 25 also included Hall's old friend Budington as sailing master, George Tyson as navigator, and Emil Bessels as physician and chief of scientific staff. The expedition was troubled from the start as the party split into rival factions. Hall's authority over the expedition was resented by a large portion of the party, and discipline broke down.

Polaris sailed into Thank God Harbor—present-day Hall Bay—on September 10, 1871, and anchored for the winter on the shore of northern Greenland. That fall, upon returning to the ship from a sledging expedition with an Inuit guide to a fjord which he named Newman Bay, Hall suddenly fell ill after drinking a cup of coffee. He collapsed in what was described as a fit. For the next week he suffered from vomiting and delirium, then seemed to improve for a few days. At that time, he accused several of the ship's company, including Bessels, of having poisoned him. Shortly thereafter, Hall began suffering the same symptoms, and died on November 8. Hall was taken ashore and given a formal burial.

Command of the expedition devolved on Budington, who reorganized to try for the Pole in June 1872. This was unsuccessful and Polaris turned south. On October 12, the ship was beset by ice in Smith Sound and was on the verge of being crushed. Nineteen of the crew and the Inuit guides abandoned ship for the surrounding ice while 14 remained aboard. Polaris was run aground near Etah and crushed on October 24. After wintering ashore, the crew sailed south in two boats and were rescued by a whaler, returning home via Scotland.

The following year, the remainder of the party attempted to extricate Polaris from the pack and head south. A group, including Tyson, became separated as the pack broke up violently and threatened to crush the ship in the fall of 1872. The group of 19 drifted over 1,500 miles (2,400 km) on an ice floe for the next six months, before being rescued off the coast of Newfoundland by the sealer Tigress on April 30, 1873, and probably would have all perished had the group not included several Inuit who were able to hunt for the party.

Investigation

The official investigation that followed ruled that Hall had died from apoplexy. However, in 1968, Hall's biographer, Chauncey C. Loomis, a professor at Dartmouth College, made an expedition to Greenland to exhume Hall's body. To the benefit of the professor, permafrost had preserved the body, flag shroud, clothing, and coffin. Tests on tissue samples of bone, fingernails and hair showed that Hall died of poisoning from large doses of arsenic in the last two weeks of his life.

This diagnosis is consistent with the symptoms party members reported. It is possible that Hall treated himself with the poison, as arsenic was a common ingredient of quack medicines of the time. Loomis considered it possible that he was murdered by one of the other members of the expedition, possibly Bessels, though no charges were ever filed. Most recently, the emergence of affectionate letters written by both Hall and Bessels to Vinnie Ream, a young sculptor they both met in New York while waiting for the Polaris to be outfitted, suggests a possible motive for Bessels to eliminate Hall.

The Polaris expedition of 1871–1873 was one of the first serious attempts to reach the North Pole after that of British naval officer Sir Edward Parry, who reached 82° 45' N in 1827. Funded by the U.S. government, the expedition's notable achievement was reaching 82° 29' N by ship, a record at the time.

The expedition was commanded by the experienced and self-taught Arctic explorer Charles Francis Hall, who had previously lived among the Inuit in the Arctic region during previous attempts to determine the fate of Franklin's lost expedition of 1845. Hall possessed the necessary survival skills, but lacked an academic background and had no experience leading men or commanding a ship. He had managed to secure the position of expedition commander based on his authority on the subject of the Arctic.

Polaris departed from New York City in June 1871. Barely underway, the expedition already found itself hampered by poor leadership. Insubordination loomed, mainly at the instigation of chief scientist Emil Bessels and meteorologist Frederick Meyer—both German—who looked down on what they perceived to be their unqualified commander. Bessels and Meyer were supported by the German half of the crew, further increasing tensions among a group of men that were already divided by nationality.

By October 1871, the expedition was wintering in Thank God Harbor, Greenland, and making preparations for the trip to the Pole. Hall suddenly fell ill and died, accusing members of his crew — particularly Bessels — of orchestrating his murder. On the way southward, nineteen members of the expedition became separated from their ship and drifted on an ice floe for six months and 1,800 miles (2,900 km) before being rescued. The damaged Polaris was run aground and wrecked near Etah in October 1872. The remaining men were able to survive the winter and were rescued the following summer.

A naval board of inquiry investigated Hall's death, but no charges were ever laid. However, an exhumation of his body in 1968 revealed he had ingested a large quantity of arsenic in the last two weeks of his life. Coupled with recently discovered affectionate letters written by both Hall and Bessels to Vinnie Ream, a young sculptor they met in New York while waiting for Polaris to be outfitted, suggests Bessels had a motive, besides the means, to kill Hall.

The fifth USS Congress was a screw sloop in the United States Navy.

Congress was launched by the Philadelphia Navy Yard on 17 July 1868, sponsored by the daughter of Senator Charles D. Drake of Missouri; and commissioned on 4 March 1870, Captain N. Harrison in command. The ship was variously known as Pushmataha, and Cambridge prior to 10 August 1869, when she was renamed Congress, the name under which she performed all her service.

Her initial cruise, undertaken in 1870, was as flagship for Commodore Joseph F. Green of the South Atlantic Squadron. Returning to Boston, Massachusetts, on 29 May 1871, she was placed under Commander Henry Kallock Davenport. In the summer of that year she transported supplies from New York City to the USS Polaris, which was anchored at Godhavn, Disko Island, preparatory to departing on an Arctic expedition. Late in 1871, Congress served also as flagship for Vice Admiral Stephen Clegg Rowan who had been designated to accord suitable reception to a visiting Russian squadron.

After a cruise to Haiti in early 1872, Congress sailed from Norfolk, Virginia, on 14 February, to join the Mediterranean Squadron. This lengthy tour included visits to many ports of Europe and ended at Key West, Florida, where she arrived on 5 January 1874. She was back in the Mediterranean by 9 April, and visited ports on the coasts of Africa and Europe before returning to Philadelphia to visit the Centennial Exposition of 1876.

Congress was decommissioned on 26 July 1876, at Portsmouth, New Hampshire, and laid up in ordinary until 20 September 1883, when she was sold.

USS Polaris, originally called the America, was an 1864-screw steamer procured by the Union Navy as USS Periwinkle during the final months of the American Civil War. She served the Union Navy's struggle against the Confederate States as a gunboat.

After the war, the ship was retained by the U.S. Navy. She was renamed Polaris in 1871 and became the designated vessel of the Hall scientific expedition to the North Pole. It was on this voyage that she proceeded into Arctic waters, only to have her hull crushed by the ice in October 1872.

America, a heavy screw tugboat built at Philadelphia, in 1864, was purchased by the Union Navy December 9, 1864, from John W. Lynn; renamed Periwinkle; and commissioned early in January 1865, acting Master Henry C. Macy in command.

The two-masted, schooner-rigged, white oak tug joined the Potomac Flotilla on January 15, 1865, as a gunboat, operating primarily in the Rappahannock River.

In mid-March, a fleet of oyster schooners operating in the area was threatened by a Confederate enemy force, and Periwinkle with USS Morse, blockaded the mouths of the Rappahannock and Piankatank rivers to protect them. The Flotilla also interrupted contraband business between lower Maryland and Virginia, and cleared the rivers of mines, and fought guerillas ashore.

After the Civil War ended, Periwinkle continued to serve with the flotilla until June 1865. Next, ordered to Norfolk, Virginia, she operated out of the Norfolk Navy Yard until placed in ordinary during 1867.

In late 1870, she was selected for service with the Hall scientific expedition, led by Charles Francis Hall, and was sent to the Washington Navy Yard for refitting. Renamed USS Polaris in early-1871, she arrived at the New York Navy Yard on June 9 to complete loading of stores and provisions for the expedition. She set sail in July 1871.

Aiming for the North Pole, she reached 82° 29'N latitude, then the furthest point north reached by a vessel. Polaris was caught in the ice on the homeward voyage in October 1872, and carried for some distance before being crushed. Her crew was subsequently rescued, including a party of 18 people led by William F. C. Nindemann, who had debarked to land provisions after the hull of the Polaris had begun to leak, only to have the section of the ice floe they were on break away from the section holding the Polaris.

The lost party floated for 196 days and were subsequently rescued separately from the vessel.
