I presume these are unused because there is no information filled in on the labels. They were found in the shown mailing pouch sandwiched between cardboard.
These were used in the 1940s. Mostly the discs were personally made in a booth where someone could pay a small amount, speak into microphone, and the disc would be cut and then dropped through a slot.
