This is a vintage 1986 Pound Puppies toy figure made by Tonka Corp. The toy is made of soft rubber and is 2 inches tall. The character is Cooler, a dog from the Pound Puppies franchise.

Condition: normal wear and tear including being a little dirty & a circle spot above his mouth.
