I believe this game to be complete, but there is a discrepancy between the content and the content panel. There is no 3D, cardboard submarine with plastic deck guns. Instead there is a 36" x 16" roll/fold up mat with a 3D image of a submarine. Please review the photos and ask questions if you have them.
