Frederick Walters worked for Pickard from 1903 to 1918.
He specialized in florals.

The plate is decorated with hand painted white blossoms
and green foliage outlined with gold and resting on a pastel
background.
The round edge is heavily gilded and decorated with golden leaves.
The porcelain is fine and transparent, probably Limoges,
but the white ware mark is covered by the decorating mark.
The plate is 8 3/4" in diameter.
The condition is excellent with no visible flaws.
