These stamps appear to be printed onto an official government issued paper as the official translation of the logo equals to "PERSONAL IDENTIFICATION CARD"(SZEMELY IGAZOLVANY) and the other part of the logo translates as "Hungarian People's Republic".(Magyar Nepkoztarsasag)

I believe them to be test prints because if this was printer waste (selejt) then there  would be a row of  holes stamped onto it invalidating them and this block of 4 stamps lacks that feature.
