Appears to be Copper-Nickel.  It could be silver – if so, we don’t see any markings as such. Approximately 37 mm (1-1/2 in.) diameter.  Stamp numbered 097 on the reverse.  One side depicts a landscape scene of Mt. Marathon with the words THE 49^TH STATE / 1867 1967 / PURCHASE CENTENNIAL.
