Caption: This study of Chairman William Fulbright of the Senate Foreign Relations Committee, was made today as he questioned Secretary of State Dean Rusk. The secretary asked support for an emergency foreign aid supplement of $415 million, mostly for Viet Nam. Fulbright, a leader in a senate drive to persuade President Johnson not to resume bombings of North Viet Nam, asked Rusk whether fund approval would "be taken as approval of an unlimited expansion of the war.".
