You are looking at an Art Deco cocktail drink or glass marker set by Sudre. I had one set similar to this one listed recently. There are variations with the number of glass markers, design and materials. These sets were  designed in the 1930's or 40's and are complementary to cocktail pick sets by the same designer. 

The base of the holder is a dark Macassar ebony wood. The sailor is made of chrome or stainless metal with some painted details both front and back. It is marked Sudre at the back. The base is marked Cado (very fainted) Déposé (patented) Made in France (very clear) on the underside. There are 12 multicolor & silver tone metal flag shape drink markers which goes up and down the pole. These represent different countries. The colors are done with enamel. Each marker has a hook so these can fit on a glass. 

The holder measures 3 15/16" by 1 1/2" at the base and stands 11 5/8" tall. Markers are 7/8" by 3/4" tall. 

Overall good condition. Some minimal loss of paint on sailor. The metal figure is in great condition, (no pitting or damage). I counted 6 flags with loss of enamel. Drink markers can be removed as intended however these don't slide in and out smootly. Very clean and ready for display.
