The skirt has a black elasticated low waistband which is worn on higher hips, It has has a 5.5 inch shaped top with a 8.5 inch (including the frill) very full gathered black & brown vintage clocks printed cotton  with a black cotton insert and a printed clocks  gathered frill and finished off with two brow satin tie up bows .
