This is actually a Ronald Reagan campaign button. It's a 1984 2 1/4 inch cello cartoon pin against Walter Mondale that pre-dates Jack Nicholson as the Joker in Tim Burton's Batman movie.  It is in nice condition but look at the pictures to see this for yourself. $5.00 for first class shipping with tracking.
