Antique Victorian Brass Thread Spinning Spool Holder Eagle Top needs refinishing.

This is really a neat item from a bye gone era. Holds 24 spools, has a cup for needle and pin storage. Lovely federal style eagle and a footed base. Please note in pics that it has something that appears to purple paint here and there on it. I guess it could be probably cleaned off, but don’t know enough about it to feel comfortable doing it myself. Measures about 9" tall and about 6.25" across. Very ornate. Super heavy.
