J scale refers to the 1:80, 16.5mm gauge model railroad standard, often treated in Japan as the same as HO scale, but recently named J scale.
This locomotive was imported from England in 1890 by the Government Works Bureau, the predecessor of the JGR.
It is still called B6 because it was called Class B6 Steam Locomotive in the days of the Railway Works Bureau before JGR.
