Elastic band is intact and NOT stretched out.

Different Production period/time.  Probably made for a particular brand and wider/rounder head?

How TO MEASURE CORRECTLY FOR WIGS: 

See last picture. Measure around the whole dolls head and behind the ears and across the forehead the way the picture shows.

Full Cap doll wig made from modacrylic man-made fibers.   Care instructions are on the tag.

Great unisex doll wig.  Short layered hair style with bangs.  Brush the hair straight or fluff it up.  Add headband and barrettes for your little girls or leave as is. 

First Doll Modeling the wig is a Kidz 'n' Cats doll and her head measures 9.75" inches and the wig fits her nicely.   

Wig is TOO big for the 13" Paola Reina doll and her head measures 8" inches.  

DEPENDING On your doll and the shape of their head, you could use needle and thread and gather a bit of the band to have a snugger fit.
