According to Evans, this work

the Congress of the United States, has many peculiar advantages...”
This third volume includes laws such as making alterations to the United
States flag, duties and taxes on foreign wines and teas, loan extensions
approved for the federal government, as well as approval for giving states
admission into the Union.
