Very good condition, one steel rhinestone is missing. 

The Background color is black satin, this can be changed if you take them apart. 

There is some glue residue on card backer, the backer is an extra layer added to elevate the buckle from the shoe and to avoid rubbing on the foot, and the leather.

Probably 1930’s could be older.
