Hallmarks difficult to read but I’m pretty certain it’s c1902 and the maker Henry Mathews, Birmingham.

I’m don’t believe in cleaning silver unless it’s near enough totally black so what you see in the photos is condition, ie uncleaned, a few dents here and there, and the bevelled mirror glass has surface scratches, and some loss of silvering of the mirror all of which adds to the mirrors character.
