The story is about Shiro Kaieda, captain of the submarine Yamanami of the Maritime Self-Defense Force, who takes a nuclear submarine secretly developed by the United States and Japan, declares the independent nation of Yamato, and sets out to realize his own ideology. The story has two aspects: war action depicting the battle between the submarine and the fleet, and international political manga that realistically takes into account the international situation at the time of the serialization in response to the threat of nuclear weapons. It was serialized in Kodansha's "Morning" from issue 44 in 1988 to issue 13 in 1996. Won the 14th Kodansha Manga Award.

The Maritime Self-Defense Force submarine Yamanami sank, and its captain, Shiro Kaieda, and 70 crew members were presumed dead. However, the crew of the Yamanami secretly escaped and became crew members of the Seabat, a nuclear-powered submarine that had been secretly developed by the United States and Japan. However, Kaieda mutinously escaped during the test operation of the Seabat and proclaimed Yamato an independent nation, free from the hands of the U.S. and Japan.

Amidst the intersecting interests of the U.S., the Soviet Union, and Japan, Kaieda fends off one pursuer after another with his skillful command and sophisticated strategy.
