Antique Vintage Blouse Black Puffy Sleeves Hook Front Closures Button Cuffs Handmade 1930's ?

In very good clean vintage condition, no stains.  The seam is torn/frayed about 1 inch on the back left sleeve area with a small hole.    Handmade by my grandmother (maybe in 1930’s) The front closure has 6 hooks & eyes.  The cuffs have 2 buttons on each.  Not sure of the material, possibly is cotton/linen type material. 

Approximate Measurements lying flat but keep in mind there are pleats down the front & a gathered waist
14” across front from shoulder seam at top of sleeve to shoulder seam
17” armpit to armpit
13” across the waist area lying flat
18” sleeve inseam but 16” to top of cuff
15” neck to waistline seam & 19” to bottom edge
