Calico Blue (Burleigh Stamp) Pattern Off White & Blue Floral

The cups are off white with a dark blue floral pattern. 
Marked made in England on the bottom with a lower-case letter "c" on each side (see photo).  I do not know who the maker is.  Might be Staffordshire?  

This is a used set but was gently used and well taken care of. 
All 10 cups look nice with no chips or cracks.  Bottoms have shelf ware but nothing bad.
