For a long time in Japan, the HO scale, which uses 1:80 scale and 16.5mm gauge tracks, was the mainstream.

However, there were a great many enthusiasts who questioned that these were not HO scale because the actual scale of HO scale is 1:87.

The standard gauge of actual Japanese railroads is 1067 mm, so the gauge would be 12 mm for HO scale.

This led Japanese model railroad manufacturers to begin producing model trains in 12mm gauge.

HOj gauge or HO1067 gauge or HOn3-1/2 gauge is the standard name for 1:87 scale, 12 mm gauge, Japanese conventional (1067 mm gauge) model trains.

They are treated in the same standard as the HOm gauge released by Ferro-Suisse, Lemaco and Bemo.

Two Class Ki-400 spreader cars were originally imported from the O.F. Jordan Company of the United States in 1926 to remove snow from station and yard premises, and using these as a reference, JGR (JNR's predecessor organization) began domestic production of wide snowplows at its departmental plant.

Then, in 1941, the rolling stock class regulations of 1928 were revised and it became the Class Ki-400 (first generation). The class name was further changed to Class Ki-700 by the revision of the class name in March 1941.

Except for two cars (Ki-400 and Ki-401) imported from the U.S. company O.F. Jordan, all were built in Japan, with JGR's rolling stock depot and Kisha Seizo as the main manufacturers.
