This is a LIMITED EDITION "TRIBUTE" CARD from SMALL SOLDIERS COLLECTOR CARDS (Inkworks/1998).
 
This card was produced to look like the Inkworks Autograph Card that Phil Hartman was supposed to sign for their SMALL SOLDIERS trading card release. Phil played Phil Fimple, a resident in the movie & was slated to sign cards before he was tragically murdered. This card was not in packs, but was only available directly from the company.

There is gold foil stamping on the front of the card saying it is an Inkworks Authentic card. The card itself is unnumbered.
