This is a factory layout board for the Jakks Pacific 30th Anniversary Sonic multi-pack. This was used by the package assembly department for packaging the figures. It has the figures zip-tied and/or glued to a large piece of cardboard, with Chinese text detailing what each item is and the part number. The multi-pack itself, I believe, was only released in Canada and foreign markets. The figures on the board have dirt and wear as they were sitting in a factory in China for a few years.
