She is playing a Lute.
It is a Hummel Figure made by Goebel, W. Germany.
It dates from the 1960s-70s.
It is in good condition and sits approx. 3 1/2" tall.

Please note that the colour may in fact be green. It has been pointed out to me and although I saw it as a light blue, it may be a green rather than a blue.
