This is Vintage SHALER Made in U.S.A. Iron Hand Clamp Tire Repair - 5 Minute Vulcanizer. This is a nice old hand clamp, it is in good condition for its age, it does have minor signs of wear from over the years. It measures 4 5/8" x 3 7/8". Please view photos for details.
